Abstract

1 . According to the World Bank ’ s index of government effectiveness , Israel is ranked 21 st among the 34 OECD countries . The disparity between Israel and the OECD average began to narrow in 1996 , and the gap actually closed in 2008 . However , between 2012 and 2014 , Israel fell behind again . Relative to its level of GDP per capita , though , Israel ’ s government effectiveness ranking is not exceptional , for better or worse . In fact , Israel is located squarely on the statistical line connecting the level of per capita income and government effectiveness . 2 . This study shows that government effectiveness is higher in states with high public expenditure relative to GDP , though this positive relation is only marginally significant and wanes at a certain level of expenditure . The low level of public expenditure in Israel in comparison to OECD countries might drive down the effectiveness of government in Israel . 3 .
