Policy Paper 169 | The Ministerial Committee On Legislationiv First, a Government committee determine the chances of advancement of private members’ bills, thereby undermining the balance between the branches of government in the legislative process . Second, there is no transparency in the committee’s deliberations and considerations : Its decisions are made public, but the views expressed at meetings by individual ministers are not ; nor are their votes ( i . e . , who is for and who is against ) . No reasons are given for the committee’s decisions . Moreover, professional opinions regarding private members’ bills are not disclosed either to the Knesset members who proposed the bills or to the public . This study examines how the committee operates, focusing on the interface between the executive and legislative branches with respect to the legislative process, and especially regarding private members’ bills in the stage preceding the preliminary reading .
