Policy Paper 138 | Concentration of Ownership in the News Content Market iv In view of these economic and technological changes, it is necessary to examine how well suited the present legal and regulatory arrangements are to the unique character of the news content market and its importance to democracy, as well as to the economic models of the news media and consumer protection . First we discuss the uniqueness of the news content market, which stems in part from the economic problems entailed by information commerce, from the unique positive and negative externalities of news content, and of course, from the critical role of news content in ensuring the sound functioning of a democracy .
