Grades and qualifications One could conceive of a new ranking of educators , possibly in hierarchical order : Master educators who should have at least a Master's degree and preferably a PhD . degree ; their number might be about 10 , 000 . Educators who should have at least a Bachelor's degree , preferably a Master's degree ; their number might be about 20 , 000 to 25 , 000 . Assistants and youth leaders ( for informal education ) who should have had at least three years at a teacher training college and preferably four years and a B . Ed . degree ; their number might be 30 , 000 to 35 , 000 . In this way we would approach an all-academic entry into the profession . Rigorous demands should be built into the training colleges . The suggested hierarchy is not intended to mean that the master educators should serve in the secondary schools , the educators in the intermediate schools and the assistants in the elementary schools . All three levels should be represented in all the schools . The learning system might create a bridge between the schools and the universities . At present the demarcation lines between the school system and the universities are sharply drawn . These lines should become blurred in a learning system . The self-learner in the 12 th grade and the self-learner in the first year at university are not two different species the two are one . Similarly , master educators in a learning system who have Ph . D . degrees would carry out functions that would be similar to those They should also be familiar with current problems political , educational , economic and social facing Israel and the world .
