INDIVIDUALIZED LEARNING

In Israel , as in the rest of the Western world , there is a strong social pressure for equalizing educational opportunities . Educational equity has meant , for the Hebrew school system , a common curriculum for all , and an ethnic grouping in the schools proportionate to the population in the area . There are about 700 , 000 children in the Hebrew school system , not including about 250 , 000 in the kindergartens . About 60 per cent are of Afro-Asian origin . Practical experience suggests that one of the declared objectives of any uniform education system , namely to benefit the slower learners or the disadvantaged social group , is not generally achieved . The advantage of the gifted , or the more privileged , will in most cases assert itself . Education will , it is submitted , be served more effectively if we concentrate on the individual pupil and , at the same time , ensure that there be equality of educational opportunities for everyone .
